City Hires Chief Financial Officer
APRIL 22, 2019 — Phillip Trayer has been named the chief financial officer (CFO) for the City of Staunton, succeeding Jeanne Colvin who retired from the position after 39 years of service to the City.
Trayer has more than 15 years of experience in finance, 13 of which have been in government finance services and administration, managing budget preparation and analysis, auditing, payroll, accounting and procurement.
For the last three years, Trayer has been the director of finance for Spotsylvania County Public Schools, where he oversees accounts payable, procurement, fixed assets, and payroll processing, and assists with budget preparation and state reporting.
In previous roles in government, he served as the director of finance for Louisa County; the director of finance for Louisa County Public Schools; the financial coordinator and internal auditor for Loudoun County Public Schools; and the finance director and budget analyst for Clarke County Public Schools.
“With the retirement of our former, long-time CFO, we wanted to ensure that we chose a successor who was well prepared to take on the critical tasks that come with this high-level position,” said Steve Owen, city manager. “Staunton is different from many other Virginia localities in that our finance department manages the finances of both the City and school division. We’re confident that we have the competence, experience and leadership qualities the City needs for this unique role in Phillip.”
Trayer has a bachelor’s degree in business administration and accounting and a master’s degree in accounting.
He plans to join the City’s finance team on June 1.
