New Permitting Process
As of May 5, 2026, the City of Staunton Community Development Department is moving to a new online permitting system. The new system allows the applicant to submit their projects online, request inspections, and view the status of the project. The process to apply for permits in the Community Development office is still available but we are encouraging citizens and contractors to use the online portal.
If your permit was issued prior to May 5th, you will still need to call the office to request your inspections or have any questions regarding your permit.
There are information guides available to sign up for a new account, applying for a permit, and search for permits issued monthly.
Below, you can find information on each specific type of permit. This includes the application, permit fees, estimated processing times, and documents that will need to be uploaded as part of your application process.
Residential Permit Application Process
Online Application or Paper Submittal

Required Documents: Site Sketch/Plat, Building Plans.
Optional Documents: RESCheck (Energy Efficiency), If served by Well or Septic, provide Construction Permits issued by Heath Department.
Estimated Processing Time: Ten (10) business days.
All applicants are encouraged to process their request through the online citizen permitting portal. The applicant will fill in project details and upload their plans (pdf only) digitally. The plans will be processed electronically. If the submittal requires a re-submit of the plans due to more information being required, the applicant will be notified by email. Once the permit has been approved, the applicant will receive the permit by email. At that time, inspections can be requested through the online portal. SITE SKETCH INFORMATION: Please use the following checklist to provide a detailed site sketch of the entire property. Plans shall be of adequate size and scale allowing for satisfactory review. Permits may be issued only when sufficient information is given to show that the proposed work will comply with all building and zoning regulations. BUILDING PLANS: If you are submitting paper plans to the office for review, one copy of buildings plans are required. If you have a digital set, you will need to email to permits@fileshare.ci.staunton.va.us. You must include the project address in the subject line of the email.

An application for Water and Sewer Connection and Facility Fees for any new connections must be submitted to the City Engineer’s Office to determine availability of services. This must be completed prior to issuance of any building permits.
LAND DISTURBING PERMITS: Environmental Programs Division 540.332.3858
Construction of a Single-Family Home or Sites under 10,000 Sq Ft:
- An Agreement in Lieu of a Plan must be completed and signed by the property owner and include payment of fee and submission of surety.
- A pre-construction meeting must be held to discuss E&S controls required for your site.
- A City E&S/VSMP inspector must make a site visit and review and approve your SWPPP (where applicable) and approve the initial controls E & S controls installed at your site. Agreement In Lieu Of A Plan Fee: $250 and a $2,500 surety.
DRIVEWAY ENTRANCE PERMIT: City Engineer’s Office 540.332.3858
An application is required for the construction of a driveway across a sidewalk, curb & gutter, or across that portion of the street between the pavement and the property line. This approval is authorized from the office of the City Engineer only upon application by the property owner. The entire expense falls on the property owner who must make his own arrangements for the construction authorized, which must be done in accordance with the City’s specifications and under the supervision of the Engineering Division.

All real estate property taxes must be paid prior to issuance of a building permit.
HISTORIC DISTRICT REVIEW: If the property is located in a historic district, a Certificate of Appropriateness may be required before issuance of a Building Permit. See Historic District Regulations.

- All sites with a total land disturbance equal to or greater than an acre, or with land disturbance less than an acre but part of a larger common plan of development are required to obtain a VSMP Construction General Permit from DEQ. A separate permit fee is paid directly to DEQ.
- E&S Control plan and Stormwater Management plan be submitted for reviewed and approval by the City for compliance per VESCP and VSMP regulations.
- Completed application of City Land Disturbing Permit.
- Payment of the City Land Disturbance application fee and submission of surety.
- Pre-construction meeting must be held to review the approved site plan and discuss E&S Control and Stormwater Management/BMP installation.
- The City E&S Control Inspector is required to make a site visit and approve the initial E&S controls installed per the approved site plan before any land disturbance can take place. Land Disturbance Permit Fee: $3,000 and a surety of $2,500 per acre (cash/check/letter of credit).

SITE SKETCH INFORMATION: Please use the following checklist to provide a detailed site sketch of the entire property. Plans shall be of adequate size and scale allowing for satisfactory review. Permits may be issued only when sufficient information is given to show that the proposed work will comply with all building and zoning regulations. BUILDING PLANS: If you are submitting paper plans to the office for review, one copy of buildings plans are required. If you have a digital set, you will need to email to permits@fileshare.ci.staunton.va.us. You must include the project address in the subject line of the email.

Building Services: For a permit inquiry or to file a complaint of work being done without a required permit, please email permits@ci.staunton.va.us. You must include the address of the property in the email.
Property Maintenance/Tall Grass/Rubbish/Debris: To file a complaint in regards to property maintenance, tall grass, or rubbish/debris, please email Matt Sheaves, Property Maintenance Inspector, at sheavesms@ci.staunton.va.us. You must include the address of the property in the email.
You are not required to include your contact information to file a property complaint. Any information provided, including your email address, is not subject to release by the Freedom of Information Act per the Code of Virginia 2.2-3705.3(8).
