The assessment function is carried out at the local level by an assessing officer whose duty it is to ensure that all property is assessed equitably and at fair market value.

The assessor is responsible for the discovery, listing, and valuing of all taxable property in his or her jurisdiction. Most often, the assessor is assisted by appraisers who use standard methods and techniques for determining the assessed value and by technicians who process changes in ownership and the division of properties.

The assessor and appraisers possess or have the equivalent of a college degree and continue their education by completing courses in appraisal practice and techniques sponsored by the International Association of Assessing Officers, the Virginia Association of Assessing Officers and the Virginia Department of Taxation.
