The City Attorney, Douglas L. Guynn, serves as general counsel for the overall control and management of all legal business of the City and is an adviser to the Mayor, City Council, City Manager and various boards and departments of the City. Mr. Guynn also serves as general counsel to the Staunton School Board and, now recently, as to the City's Economic Development Authority. The City Attorney's Office, however, does not advise private citizens on legal matters; citizens and others should consult with their own legal counsel and may consider the legal resources listed below.

As City Attorney, Mr. Guynn also monitors and guides legal work performed by outside legal counsel, including legal counsel retained by the City's legal risk management program and other City-engaged outside counsel. Although the City Attorney does advise on some criminal law facets of City law enforcement and other first-responder operations, the Commonwealth Attorney is responsible for prosecuting criminal matters and advising the City’s police department on criminal law procedures.

Legal Manager & FOIA Officer

The City Attorney’s office has only one staff member, who functions as legal manager in close coordination with staff of the three internal client public bodies—City Council, School Board, and EDA. Robin Wallace serves in this role and provides essential services, such as: interaction with key organizational staff on significant issues; management of the City Attorney office systems, with interfaces of communications and technology; substantive legal work within parameters and under the guidance of the City Attorney; legal and other research and litigation and transactional support management among various departments and senior staff management, including issues related to governance, management, human resources, contractual and real estate transactions; legal compliance; initial drafting of technical, expository, and narrative documents; and makes recommendations to the City Attorney, who gives substantial weight to the recommendations within the scope of her responsibilities. Ms. Wallace routinely represents the City Attorney at the management team meetings convened by the City Manager and, overall, exercises discretion as to significant matters, with guidance and ultimate oversight of the City Attorney. Ms. Wallace also serves as the FOIA Officer for the City.
