The City of Staunton’s Illicit Discharge Detection and Elimination Program (IDDE) is a continuing effort to seek out and respond to any unlawful act of disposing, dumping, spilling, or other discharge of any substance other than stormwater into the City's storm drain system which would adversely impact local streams and tributaries.
The City of Staunton's General Permit for Discharges of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4s) requires the city to effectively prohibit, through ordinance or other legal mechanism, any discharge into the City’s storm sewer system and local waterways not composed entirely of stormwater.

IDDE Program Info:
- Additional information on the City's IDDE program can be found in the illicit discharge ordinance, which defines an illicit discharge and provides staff enforcement methods, including legal action, to help eliminate discharges found.
- City staff annually screen at least 50 storm sewer outfalls to detect illicit discharges. If an illicit discharge is found, it will be investigated to determine the source and the appropriate procedures will be followed to eliminate the discharge.
- Citizens with questions or concerns about potential non-emergency illicit discharges can contact the Stormwater Hotline by phone at 540-213-6517 or email at StauntonStormwater@ci.staunton.va.us. As mentioned above, emergency discharges (such as large or potentially hazardous spills) should be reported to the Fire Department.
