The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. ¹

Under the State CDBG Program, states award grants to smaller units of general local government that develop and preserve decent affordable housing, to provide services to the most vulnerable in our communities, and to create and retain jobs. Annually, each State develops funding priorities and criteria for selecting projects.²

CDBG funds may be used for activities which include, but are not limited to:

• Acquisition of real property
• Relocation and demolition
• Rehabilitation of residential and non-residential structures
• Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
• Public services, within certain limits
• Activities relating to energy conservation and renewable energy resources
• Provision of assistance to nonprofit and profit-motivated businesses to carry out economic development and job creation/retention activities

FY 2026 ANNUAL ACTION PLAN

FOR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS

 In accordance with the federal regulations at 24 CFR Part 91, the City of Staunton has prepared an Annual Action Plan (AAP) for the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Programs.  This document is a requirement for direct financial assistance under certain HUD funding programs including the Community Development Block Grant (CDBG) program. The AAP covers Fiscal Year 2026 beginning October 1, 2026 through September 30, 2027.  The City of Staunton anticipates receiving $323,304 in CDBG funds for the program year beginning on October 1, 2026.                                                                  

Copies of the document are available for public inspection and review for a thirty-day period beginning June 10th, 2026 on online (above) and at the following locations:

The FY 2026 Annual Action Plan contains the following major components: 

1. Identification of federal and non-federal resources reasonably expected to be made available during the program year to undertake activities.
2. A list of activities to be undertaken during the FY 2026 program year to address community development and housing needs established in the City’s Five-Year Consolidated Plan for FY 2024-2028. The City intends to fund such projects as Program Administration, Public Services, Public Infrastructure, and Housing.
3. Identification of homeless and special needs activities to be undertaken during the 2026 annual program period to address identified needs within the City.

The City held a public hearing on June 10, 2026 at 12:00 P.M., in Council Chambers 116 W Beverley St, Staunton, VA 24401 to solicit citizen comments on the 2026 Annual Action Plan.

The City intends to submit the 2026 Annual Action Plan document to HUD on or before August 16, 2026. Interested persons are encouraged to express their views, in writing, on this document to Rodney Rhodes, Director of Community and Economic Development, City of Staunton, PO Box 58, Staunton, VA 24402 or rhodesrs@ci.staunton.va.us. All comments received by July 10, 2026, will be considered and appended to the document.
