The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. 1
Under the State CDBG Program, states award grants to smaller units of general local government that develop and preserve decent affordable housing, to provide services to the most vulnerable in our communities, and to create and retain jobs. Annually, each State develops funding priorities and criteria for selecting projects.2
CDBG funds may be used for activities which include, but are not limited to:
- Acquisition of real property
- Relocation and demolition
- Rehabilitation of residential and non-residential structures
- Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
- Public services, within certain limits
- Activities relating to energy conservation and renewable energy resources
- Provision of assistance to nonprofit and profit-motivated businesses to carry out economic development and job creation/retention activities

FY 2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR
THE CITY OF STAUNTON
The City of Staunton has prepared its Consolidated Plan Performance Report for the 2024 fiscal year in accordance with the Title I of the National Affordable Housing Act of 1990, P.L., 101- 625, and the regulations at 24 CFR Part 91.250. The City of Staunton’s Community Development Department has prepared its CAPER for the year October 1, 2024 to September 30, 2025.
The report information includes: 1) Details of funds received from HUD for the Community Development Block Grant (CDBG) Program; 2) Summary of resources and accomplishments; 3) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan; and 4) Evaluation of the progress made in addressing identified priority needs and objectives.
In addition, the regulations at 24 CFR 91.105 require a public comment period of not less than 15 days. Therefore, the City is making this report available to the public for comment between December 4-18, 2025. The report may be viewed online. A copy will also be available at City Hall, 116 West Beverley Street, Staunton, VA 24401. Written comments may be submitted to Rodney Rhodes, rhodesrs@ci.staunton.va.us or P.O. Box 58, Staunton, VA 24402 until December 18, 2025. Copies of the CAPER may be mailed or emailed upon request.
This report will be submitted to the Department of Housing and Urban Development on or before December 29, 2025.
