WestEnd Plan_Draft_CoverThe Revitalization Strategies Plan is the City of Staunton's first holistic study and plan for Staunton's western neighborhoods.

The RSP was a community-driven process that involved approximately 300 residents and stakeholders. Its vision and goals come directly from public comments, and participants unanimously approved those goal statements.

The community also brainstormed the recommended actions in this plan and prioritized those ideas. In this way, the RSP aims to reflect the West End’s voice, expressing its vision, concerns, and ideas.

The City and its consultant team also conducted technical work in parallel with engagement efforts.

Transportation planners explored ways to improve the multimodal transportation network. Economic experts studied the types of businesses that can be successful in the West End and reported on the local economy. Other professionals collected demographic data, conducted site visits, and developed a mapping analysis to better understand the West End’s issues and hopes. The following plan for Staunton’s western neighborhoods combines the community’s ideas with data.

City Council adopted the West End Revitalization Strategies Plan in December 2024 as an amendment to the city’s Comprehensive Plan. Since that time, strategies and actions highlighted in the plan continue to move forward in the West End including:

  • Sidewalk construction and repairs are underway
  • Bicycle and pedestrian improvements are being made
  • Cole Avenue Stream Channel Restoration project has been completed, improving stormwater flow
  • Conceptual planning for the J&DR District Court site is underway with potential for more public space
  • Enterprise Zone incentives and expansion of the footprint of the program are under review.

West End Vision StatementThe West End will be a vibrant, diverse, and multimodal community, where residents can safely and conveniently access their thriving commercial corridor consisting of local shops and services that function as a proud gateway to Staunton’s western neighborhoods.

Vibrant Commercial Corridor Foster a vibrant commercial corridor along West Beverley Street, which will be an active center of local businesses that serve the diverse needs of the West End's neighborhoods and the surrounding areas of Staunton.

Healthy & Safe Connections: Shape a healthy and beautiful West end that creates a safe and comfortable environment for people walking, biking, and taking transit.

Green Neighborhoods Preserve and strengthen the West End’s environmental assets, promote green infrastructure, and offer enhanced city parks and community spaces.

Reinvestment & Affordability Foster af reinvestment in the West End’s neighborhoods and homes while maintaining affordable living and homeownership opportunities.
