Utility bills can be paid through an online payment service using a credit or debit card. The City utilizes a third-party, secure payment service to collect online payments. Online payments are not posted until the following business day.

In-person payments are accepted from 8 a.m. to 5 p.m., Monday through Friday, at the Utility Desk at the back of the first-floor lobby of City Hall. The City cannot accept debit and credit card payments in person. However, debit and credit card payments can be made online or by phone.
If you have received a disconnection notice, your payment must be made at least 24 hours prior to the due date to ensure the continuation of service. If payment is made after the due date on your notice, you must call Public Works at 540.332.3860 with your confirmation number to avoid service disconnection or to reinstate service.
- If a water bill remains unpaid for 40 days after the date of the bill, water service will be cut off and will not be reinstated until both the water bill and a $30 reconnection charge are paid.
- If a water bill and reconnection fee are paid before 3 p.m., service may be restored the same day. After 3 p.m., water will be connected the next business day. No after-hours service is provided.
- Customers wishing to restore service following a cutoff must visit the Public Works office, located at 1911 Craigmont Rd., or visit the Utility Desk at the back of the first-floor lobby of City Hall, 116 West Beverley St.

Utility bills include charges for water, sewer, refuse, stormwater control and tax. The minimum bill for residential water, sewer, refuse (trash) collection and stormwater, including tax, is $84.80.
Stormwater fees are based on the amount of impervious area on a property. A stormwater fee is billed to the property owner, even if the property is rented. The tenant does not pay the stormwater fee. Get more info about stormwater.
If any portion of a utility bill remains unpaid by the date on which it becomes payable (30 days after the date of the bill), a penalty of 10 percent of the water charge, or $1.50, whichever is greater, is added to the bill. The customer is notified in writing of this penalty and provided the date on which payment must be made to avoid disconnection of service.
