Staunton continues to use the city manager form of government it pioneered in the early 20th century. Day-to-day operations are handled by the city manager, and the city council establishes laws and sets the tax levels.

Staunton’s current and 15th city manager is Stephen F. Owen, who was appointed by city council in March, 2007. Stephen L. Rosenberg is the deputy city manager and has served since 2013.

Members of the Staunton City Council are elected to lead by City voters and serve four-year terms.
